Report of Marriage between Filipinos abroad or a between a Filipino and a Foreigner Abroad
The marriage of a Filipino abroad should be reported to and registered with the Philippine Statistics Authority (PSA) through the Philippine Embassy or Consulate having jurisdiction over the locality where the event took place. In Guam, the Commonwealth of Northern Marianas Islands (CNMI), the Republic of Palau, the Federated States of Micronesia and the Republic of the Marshall Islands, the Report of Birth should be filed at the Philippine Consulate General in Agana, Guam.
Basic Requirements for Report of Marriage
- Duly-accomplished and signed Report of Marriage (ROM) form (4 copies)
- Certificate of Marriage (present original together with 4 copies) issued by the Office of Vital Records or any other appropriate of the state, territory or country where the marriage took place.
- Copies of valid passport of both the husband and the wife (present original passports together with 4 copies for each passport)
- PSA Birth Certificate of Filipino spouse (present original together with 4 copies)
- PSA Certificate of No Marriage (CENOMAR). (original and 4 copies)
- Processing Fee of US$25.00
Additional Requirements
IF REPORT OF MARRIAGE (ROM) IS BEING FILED MORE THAN ONE (1) YEAR AFTER THE MARRIAGE
- Affidavit of Delayed Registration of Marriage explaining the reasons for delayed registration
- Additional Fee of US$25.00 for Affidavit of Delayed Registration
IF FILIPINO SPOUSE WAS PREVIOUSLY MARRIED AND DIVORCED, OR PREVIOUSLY MARRIED AND MARRIAGE WAS SUBSEQUENTLY ANNULLED
- One original or certified true copy and four (4) additional copies of the Philippine Judicial Decree of Divorce or Annulment or annotated PSA Marriage Certificate reflecting the annulment.
IF FILIPINO SPOUSE IS A WIDOW/WIDOWER
- One original or certified true copy and four (4) additional copies of the Death Certificate of deceased spouse
