The Philippine Consulate General in Agana, Guam announces that it will conduct a Consular Outreach Mission in Koror, Palau from 22 March 2025 (Saturday, from 9:00am to 5:00pm) to 23 March 2025 (Sunday, from 9:00am to 5:00pm). The venue will be announced at a later date.

All ePassport applicants are requested to secure their appointment slots through the Global Appointment Online Appointment System (GOAS) by logging in at www.passport.gov.ph and choosing the following site:

The Consular Outreach team will also offer other consular services such as Notarization/Legalization and Civil Registry applications. 

For applicants availing of Civil Registry (Reports of Birth, Reports of Marriage and Reports of Death) and Notarial applications, all documents and requirements must be submitted to the Consulate General for pre-screening/evaluation and pre-processing on or before 20 March 2025 via email at This email address is being protected from spambots. You need JavaScript enabled to view it.. Pre-screening and Pre-processing of Civil Registry and Notarial document applications will be strictly observed.

For consular services, including passport renewal, that require civil registration documents (e.g. birth certificate and marriage certificate), only documents from the Philippine Statistics Authority or its predecessor National Statistics Office will be accepted. 

The following shall be observed and implemented at the Consular Outreach Mission:

  1. Only passport applicants who have secured their appointment thru GOAS will be allowed at the venue, no escort(s), except for Senior Citizens, PWD and minor applicants;
  2. Passport applicants are reminded to bring the print-out of their GOAS-generated passport application form on the date and time of their appointment;
  3. Applicants are advised to show up at the venue on the date and time indicated in the schedule;
  4. Passport applicants should wear proper attire (i.e. with collar and sleeves) for data capture purposes; and,
  5. Ensure submission of complete requirements by checking at https://aganapcg.dfa.gov.ph/

Further, in compliance with the Department of Foreign Affairs’ Foreign Service Circular FSC No. 2024-039 dated 03 May 2024, Expedite Fees for same-day processing and releasing of Notarials, Certifications and Authentication services, will be charged to Consular applicants (except for passport transactions) in the amount of USD10.00 per document during Consular Outreach Missions.

Please be informed that registered Filipino overseas voters in Guam including its consular jurisdictions of the Commonwealth of Northern Mariana Islands, Palau, Federated States of Micronesia and Marshall Islands may vote online in the May 12, 2025 elections.

To participate, you must be pre-enrolled as an online voter. Pre-enrolment for online voting will commence on 10 March 2025.

The 30-day overseas voting period is from 13 April 2025 until 12 May 2025, at 7:00PM Philippine Standard Time.

The Philippine Consulate General in Guam wishes to inform overseas Filipino voters that per COMELEC Minute Resolution No. 24-0067, the mode of overseas voting in Guam including its consular jurisdictions of Commonwealth of Northern Mariana Islands, Palau, Federated States of Micronesia and Marshall Islands is internet/online voting.

Please refer to the Certified List of Overseas Voters (CLOV) to check if you are a registered overseas voter under the Philippine Consulate General in Guam:

If your name is on the list, your voter record is ACTIVE under the Consulate. You must pre-enroll using your email address once pre-enrollment starts on 10 March 2025, before you can vote online for the 2025 National Elections.

For internet voting, registered voters will need to Pre-enroll and their email address is required. The Pre-enrollment of registered voters will commence on 10 March 2025, while Overseas Voting period will start on 13 April 2025 and will end on 12 May 2025, 7 PM Philippine Time.
