The Philippine Consulate General  in Agana informs all registered Filipino overseas voters in Guam, CNMI, Palau, FSM and the Marshall Islands that it has been receiving ballot packets in connection with the 2022 National Elections that were undelivered or “Returned to Sender”.

This list will be updated regularly. 

The Consulate General strongly encourages overseas voters whose names appear in the list to inform the Consulate immediately of their current mailing address by emailing the following to This email address is being protected from spambots. You need JavaScript enabled to view it.:

  • Data page of valid Philippine passport (showing signature);
  • Proof of current address; and
  • Duly accomplished OVF-1 Form, available at: https://bit.ly/OVF-1.

Voters in the list who reside in CNMI may also request to pick up their ballots in-person during the consular outreach mission of the Consulate General in Saipan on April 30 -May 2, 2022 by sending a copy of their passport or photo ID and preferred pick-up date to This email address is being protected from spambots.
